How LUCID packaging registration works: representative, register, take-back system

Short answer

A business without a German establishment that sells packaged goods directly to German consumers must, since 2026-08-12, first appoint a German authorised representative and then register in LUCID; the registration itself is free. ZSVR: Bevollmächtigung; ZSVR: Alle Informationen zur Registrierung

Figure 1. The five-step order of packaging compliance

First: who has to act

A company based abroad without a German establishment that sells empty packaging or packaged products directly to end customers in Germany must name an authorised representative since 2026-08-12. ZSVR: Bevollmächtigung

The statute: a producer without a German establishment must appoint the representative before first making packaging or a packaged product available in Germany. VerpackDG § 5 Abs. 2

There is no exemption: the register states the duty cannot be waived. ZSVR: Bevollmächtigung

The representative: what it does and what it cannot

How do you register in LUCID?

You enter company address, phone, VAT or tax number and a national identifier. ZSVR: Alle Informationen zur Registrierung

A company that needs a representative must enter it in the representative section; without it the registration cannot be completed. ZSVR: Alle Informationen zur Registrierung

The designation takes effect only when the representative confirms it in LUCID. ZSVR: Bevollmächtigung

You select packaging types: those that need system participation and those that do not. ZSVR: Alle Informationen zur Registrierung

You enter the brand names visible on the packaging; if there is none, enter the company name. ZSVR: Alle Informationen zur Registrierung

The public producer register is updated once a day after changes. ZSVR: Ich möchte meine Registrierung ändern

The take-back system: the second duty beyond registration

For packaging that requires system participation you need a system contract besides registration, and you report packaging quantities regularly. ZSVR: Alle Informationen zur Registrierung

Participation must be completed before the packaging is made available and states material type, mass and the registration number. VerpackDG § 7 Abs. 1

System fees depend on material and weight and differ per system. This guide found no public price it could verify, so it gives no figure.

What if you do not

No registration: fine cap of EUR 100,000. VerpackDG § 66 Abs. 1 Nr. 1; VerpackDG § 66 Abs. 3

No system participation: fine cap of EUR 200,000. VerpackDG § 66 Abs. 1 Nr. 3; VerpackDG § 66 Abs. 3

Platforms have a duty too: before letting a producer use their services, online platforms must obtain its packaging registration details and number in the Member State where the consumer is located. Verordnung (EU) 2025/40 Art. 45 Abs. 4

What this guide did not verify

Not verified here: actual take-back system rates, representative fees, and which packaging type a given package belongs to.

What sellers also ask

I already have a LUCID number. What else?

Already registered businesses must add the representative; the statutory date is 2026-11-12. See the next guide. ZSVR: Bevollmächtigung; VerpackDG § 68 Abs. 2

Can someone in my own company be the representative?

No. The representative must be an external person offering the service; an employee who handles the registration is entered in LUCID as the processor. ZSVR: Bevollmächtigung

Does registration cost money?

LUCID registration is free. The representative and the take-back system are paid separately. ZSVR: Alle Informationen zur Registrierung; ZSVR: Bevollmächtigung
