Do I need LUCID packaging registration for Germany?
Short answer
Yes. Before packaged goods are first made available in Germany you must register in LUCID and take part in a take-back system. VerpackDG § 6 Abs. 1; VerpackDG § 7 Abs. 1
A manufacturer without a German establishment must also appoint an EPR authorised representative. VerpackDG § 5 Abs. 2
What do I report to the take-back system?
The type and mass of the packaging material. VerpackDG § 7 Abs. 1
I already have a LUCID number. What is due?
Changes by registered producers (including a change of the authorised representative) are due by 2026-11-12. VerpackDG § 6 Abs. 1; VerpackDG § 68 Abs. 2
How high is the fine?
No registration: fine cap EUR 100,000; no system participation: cap EUR 200,000. VerpackDG § 66

What does the statute say?
Hersteller ... die keine Niederlassung im Bundesgebiet haben, haben einen Bevollmächtigten für die erweiterte Herstellerverantwortung ... zu benennen
Wer nach § 9 des Verpackungsgesetzes in der bis zum 11. August 2026 geltenden Fassung registriert ist, gilt auch nach § 6 als registriert. Änderungen nach § 6 Absatz 1 Satz 2 sind bis zum 12. November 2026 vorzunehmen.
