Do batteries need BattDG registration for Germany?
Short answer
Yes. Before batteries are first made available in Germany, the manufacturer (or its authorised representative) must register with the competent authority by brand and battery category. BattDG § 5 Abs. 1
A manufacturer without a German establishment must appoint an EPR authorised representative. BattDG § 40 Abs. 2

How high is the fine?

What does the statute say?
Bevor ein Hersteller Batterien im Geltungsbereich dieses Gesetzes erstmals auf dem Markt bereitstellt, ist er oder im Fall der Bevollmächtigung nach § 40 Absatz 2 Satz 1 sein Bevollmächtigter für die erweiterte Herstellerverantwortung verpflichtet, sich nach Artikel 55 Absatz 2 Unterabsatz 1 Satz 1 der Verordnung (EU) 2023/1542 bei der zuständigen Behörde mit der Marke und der jeweiligen Batteriekategorie ... registrieren zu lassen.
Hersteller, die keine Niederlassung im Geltungsbereich dieses Gesetzes haben, haben einen Bevollmächtigten für die erweiterte Herstellerverantwortung ... zu beauftragen.
